"still of unsound mind at the expiration of

his "period of detention "before he can be

detained thereafter.

I suggest that this pre-

caution is sufficient to satisfy the criticism

that the power may be exercised in any unreason-

able way to the disadvantage of anyone who may

be affected, and I suggest that the Ordinance

should be sanctioned.

quite inapplicable to remand, is untried,

prisoners, and I do not feel able to challenge

the views of the Medical Adviser that it goes

too far to permit the transfer to an asylum of

a person whom a doctor thinks likely to become

insane. I think the object of the Government

of Hong Kong is to be humanitarian and model,

but I think that they have gone a little too far.

As there is no particular hurry about the matter,

I should feel inclined to refer it to the Home

Office, expressing our doubts and asking for their

observations.
